Direct Services Programs

O.C.E.A.N., Inc. provides Direct Services programs that support individuals and families facing housing instability, financial hardship, and social isolation. These services are designed to promote stability, self-sufficiency, and improved quality of life through coordinated care and community partnerships.

Intensive Case Management (I.C.M.)

The Intensive Case Management program serves low-income individuals with mental, emotional, and physical challenges who require coordinated support services. Referrals to this program are accepted only through the County Board of Social Services.The primary goal of this program is to locate affordable, adequate housing while assisting clients in navigating complex personal and systemic barriers through structured case management and ongoing support.

Housing Counseling Program

The Housing Counseling Program provides guidance and education to individuals and families who are preparing to purchase a home or who may be at risk of foreclosure. Services include housing readiness counseling, compliance with HUD requirements, and education to help clients make informed housing decisions and avoid foreclosure when possible.

First-Time Home Buyers Program

The First-Time Home Buyers Program evaluates a client’s readiness to become a homeowner and provides support throughout the home-buying process. Eligible participants may receive up to $10,000 in assistance toward closing costs, in accordance with program guidelines and availability. This program is designed to help participants achieve sustainable and successful homeownership.

Seniors Isolation Prevention Program

The Seniors Isolation Prevention Program is offered in partnership with Caregiver Volunteer of Central Jersey and EZ Ride.

Through the Ryde4Life program, eligible seniors may receive free transportation to medical appointments and approved community activities. This program helps reduce isolation and improves access to essential services for older adults.

Project Trailers (In Development)

Project Trailers is an emerging initiative being developed in collaboration with Living Waters Church and other community partners. This program will utilize O.C.E.A.N., Inc. mobile trailers to provide food, shower, and laundry services to individuals experiencing homelessness. The goal is to provide dignity, essential resources, and a pathway toward self-improvement and stability.
