Home Energy Assistance | Universal Service Fund | Weatherization Assistance

The New Jersey Department of Community Affairs (NJ DCA) now requires applications to be processed through an online operating system.

Application Instructions

Please submit your application to one of our HEA offices with all required documentation. Be advised that, per the State, if you do not complete your application by turning in all required documents within 60 days, your application will be deactivated. If you still wish to apply, you will need to restart the application process with all new documentation.

Once HEA inputs your information into the system, you will be issued an application number (UAP#). This number tracks the status of your application and will be provided to you by phone, mail, or email. The application will remain active for the 60-day time frame.

Your application must include the best contact phone number, mailing address, and email address. Please monitor your phone, mail, and email for any notifications regarding missing documents that must be submitted before the 60 days expire.

Per the State, benefits are issued on a first-come, first-served basis for fully completed applications only.

Required Documents

Current heating bill and current electric bill
Proof of income for all household members age 18 and older
Proof of housing (mortgage statement, property tax bill, or signed lease)
Verification of rental assistance, if applicable
Social Security cards for household members or valid ID

Additional documentation may be required. Applications must be signed.

LIHEAP & USF

The Home Energy Assistance and Universal Service Fund programs provide assistance to households that meet the Federal Government income guidelines (200% of poverty for Home Energy Assistance and State income guidelines 175% of poverty for Universal Service Fund) and are unable to pay their heating bill due to hardship or circumstances beyond their control.

Assistance is provided through a one-time payment in a given heating season for Home Energy. Universal Service Funds are monthly credits based on eligibility income, other benefits received and utility usage for 12 consecutive months. Amount of Universal Service Fund is determined by the utility company.

Cooling Assistance

Applicants who meet the Home Energy Assistance income eligibility and can provide a doctor’s note or certification that they or a member of their household has a documented medical need for cooling in the summer months may receive cooling assistance if funds are available.

Page Program - Payment Assistance for Gas and Electric

The Payment Assistance for Gas and Electric (PAGE) Program provides relief on natural gas and electric bills for low- to moderate-income New Jersey households that are past due on their utility bills and are experiencing a temporary financial crisis. Atlantic and Ocean County Applicants whose household annual income exceeds the Home Energy Assistance Program’s income eligibility and receives gas and/or electric services from the following companies: Atlantic City Electric, Jersey Central Power and Light, New Jersey Natural Gas and South Jersey Gas can be considered for assistance with their utility bills through the PAGE Program. Gift of Warmth
